On April 24, 2013, at approximately 1745 HRS, Richland Police Traffic Safety Unit responded to a reported blocking, injury collision at Thayer and Swift involving a vehicle and 2 children.  Investigation of the collision showed that a small sedan was traveling westbound on Swift through Thayer on a green light.  A 13 year old on a scooter and 27 year old intoxicated male, almost 3 times the legal limit, on a bicycle crossed against the red light and No Walk Light and were struck by the vehicle.  Richland Ambulance checked all involved and only a scratch on the childs posterior was found.  The child and the intoxicated male were found at fault for the collision.  The child was released to his parent. No citations were issued.
