Coffee With a Cop - May 7th from 3:00 P.M. To 4:30 PM

    
     The Richland Police Department is excited to announce our first Coffee with a Cop being held May 7 from 3:00 P.M. to 4:30 P.M. at Barracuda Coffee Company, 2171 Van Giesen St., Richland, WA.
     We wish to invite all residents and business owners to join Chief Chris Skinner and staff for a chance to interact with us in a relaxed setting. This is your opportunity to ask the Chief and officer’s questions, voice concerns, make suggestions, learn about our community outreach, and public events. Multiple thefts reported from the area of Adair Dr and Allenwhite Dr. Several victims still unidentified


On 4/25/15 Richland PD Officers responded to the area of Adair and Allenwhite Dr in Richland on a report of two males stealing solar lights out of the yards in the area. After searching the area Officers stopped a vehicle and contacted Damien L Bowen 12/11/70 and Justin R Wurmuth 8/28/87. The two suspects ultimately admitted to the thefts and stolen property was located after a search warrant was obtained from the vehicle.  The suspects were booked into the Benton County Jail for theft and DUI. Three victims were identified and their property was returned. Several other victims have not yet been identified and various items of stolen property are currently being stored at the Richland Police Department and we attempt to identify the owners. Anyone living in the above mentioned area who discovered that property had been stolen from their yards are encouraged to contact the Richland Police and make a report so the property can be returned.

Luring Incident Reported

Suspect:  White male, mid-40's, wears glasses
Vehicle:  Tan or brown four door compact car

Synopsis:

On April 4, 2015, at approximately 10:15 PM two teen age males were skateboarding in the area of Westcliffe Blvd and Brantingham Rd.  They said that a male subject pulled out of a residential street, drove up behind them and began talking to them.  He attempted several times to get the two boys to enter his vehicle and they described him as being very pushy. 

The two jumped onto their skateboards fled the area and contacted 911.  Responding officers could not find a vehicle or subject matching the description.  Extra patrols will be provided to the area.

Assault with Firearm in Richland Restaurant

Arrested:  Duncan, Scott R., 43 year of age male, Cheney, WA address
Charge:  Assault 2nd Degree

Suspect:  Laws, Morgan M, 34 year of age female, Pasco address
Charges to be reviewed by prosecutor

Synopsis:

On April 4, 2014, at approximately 8:10 PM several people were watching basketball at Kimo's Restraurant, 2696 Col. Ctr. Blvd.  An argument ensued between two groups of individuals who were cheering for opposing teams.  A female, later identified as Laws, refused to leave the neighboring table alone after repeated requests to do so.  She stated to the victims, in an expletive filled rant that they did not know who they were dealing with and the her "boyfriend will mess you up".  The aggressor couple then left the restaurant.

A short time later the male, Duncan, came back.  He was carrying a white towel that the victim could see held a black, semi-automatic handgun.  Duncan put the gun against the victim's neck and threatened to kill him.  A short struggle over the gun took place and Duncan fled the area.

The victim was able to see the vehicle that the suspects had fled in and called 911.  They followed the vehicle until responding police units found them.  The two suspects were contacted near 50 Comstock.  Duncan was taken into custody and Laws began complaining of having an anxiety attack.  RFD paramedics were called to the scene and she was taken to Kadlec hospital.

A search warrant served on the suspect vehicle found numerous rounds of 30-06 ammunition, 10 mm ammunition, .40 cal ammunition, shotgun shells and several pistol and rifle magazines.  No firearm was located in the car.

Officers began searching the area that the vehicle had driven just prior to being stopped.  They found a Glock .40 cal pistol inside a holster laying on the shoulder near the Col. Point Golf Course.  The magazines found inside the vehicle were a fit to the model of Glock found on the route the truck had taken.

Duncan was booked into the Benton County jail on a 72 hour hold for Assault 2.  There is PC to charge Laws with Harassment but those charges will be reviewed since she was still being examined at Kadlec when the investigation was complete.
