Driver arrested for DUI after being involved in three crashes

Arrested: Alison Lambie 30 YOA of Richland

Charges: DUI, 2 counts Hit & Run-attended, possession of marijuana, possession of drug paraphernalia, No Valid Operator’s License 1st degree

Synopsis:On 01/29/11, at about 0025 hours, RPD Units responded to a multi-car injury accident at GWW and Columbia Point. Witnesses advised the causative driver had fled the scene onto the Columbia Point Golf Course. Officers found the fleeing vehicle, in the rough, crashed into a tree on the 17th hole. The driver was discovered to be highly intoxicated and injured from the crash, presumably from striking the tree. In addition to the driver’s admissions, the officers discovered physical evidence placing her behind the wheel.

The investigation showed the driver was traveling south on GWW and rear-ended a vehicle stopped for a red light at GWW and Columbia Point. As the driver was attempting to flee, she failed to yield and struck a different vehicle head-on at the same intersection. The driver managed to drive the vehicle east on Columbia Point and then onto Bradley Blvd where she entered onto the Golf Course causing significant damage to the course, specifically to the tee-boxes on hole 17th. The incident finally ended after the driver struck a tree.

The driver was treated for her injuries and was booked into the Benton County Jail on the above listed charges.

Carmichael Sledding Hill "Closed"

The hill at Carmichael Middle School is “closed” due to unsafe conditions. There have been two significant injuries reported in the last two days. The Richland Police Department and Richland School District have closed the popular sledding hill after receiving a request from the staff at the Kadlec Medical Center.

We realize this is a popular spot for outdoor activities but ask that people stay off the frozen slope until conditions improve.

Carmichael Middle School is located at 620 Thayer Drive in Richland.

Prowler Arrested

Synopsis:
On 01/16/12, at about 0439 hours, RPD Units responded to a report of a vehicle prowler near Englewood and Rathwood in Richland. A neighbor reported seeing Robert Morrison attempting to enter a vehicle near the location. The neighbor confronted Morrison and Morrison fled on foot. The neighbor provided officers with a detailed description of the prowler. Morrison's identity was not known at this time.

Officers arrived in the area and discovered a stolen vehicle parked nearby. Pasco PD's K-9 Falco responded to the scene and assisted officers in tracking for the suspect. Officers located items taken from another vehicle during the K-9 track. Morrison was located by officers and detained. Morrison was found in possession of a flashlight, multiple tools used for prowling/burglary, and gloves.

Morrison was arrested and found to have the stolen vehicle's keys in his possession. In addition to having the stolen vehicle's keys in his possession, officers discovered Morrison's belongings in the stolen vehicle.

Morrison initially explained he was out for a walk. After being confronted with the evidence officers had discovered, Morrison said he was in the vehicle and was using methamphetamine.

Morrison was booked on the above charges.

Holiday Mail Theft Suspects Arrested

Arrested: Brittany E. Tilton 21 year of age female, Richland resident

Members of the Richland Police Department had received reports of FedEx and UPS mail packages being stolen from residences in Richland. The victims were expecting packages, but when the packages did not arrive on their delivery date, theft reports were made to the police.

At one of the victim’s residences an empty box, from another mail theft victim, was left with a receipt inside that led to the identification of one of the suspects, Dustin A. Stacks. Stacks admitted to stealing packages along with his girlfriend, Brittany Tilton. The suspects admitted to stealing approximately 12 packages, between Richland and West Richland, over the last two weeks.

On 12/10/11, at approx. 0225 hrs., members of the Richland Police Department Street Crimes Unit (SCU) assisted patrol officers execute a search warrant in the 1600 block of Van Giesen St. The warrant was in reference to the packages that had been stolen. Stolen property, suspected narcotics and several items of mail were found inside the residence.

Both suspects were booked into the Benton County jail on felony Theft charges (Second Degree Theft). The incident has been referred to the Benton County Prosecutor's office for review as well.

Suspect Arrested in Richland Forgery and ID Theft Case

Suspect: Vinson, Stephanie; 40 year of age female, Richland Resident

On 11-30-11 members of the Richland PD Street Crimes Unit (SCU) began investigating a fraud case. Two subjects, later identified as Wilkinson and Vinson, had used a counterfeit check to purchase a gift card at the Les Schwab tire store on Stevens Drive. The gift card was later used to purchase tires. Information was developed that led SCU officers to contact Wilkinson and Vinson at Wilkinson's Richland apartment.

As officers made contact, they found Wilkinson and Vinson engaged in producing counterfeit checks. They detained the two and applied for a search warrant. A search of the premise resulted in the recovery of counterfeit checks (drawn on personal accounts), computers and multiple copies of identities which had been stolen from other people.

After consulting the Benton County Prosecutor's Office, Wilkinson was booked into the Benton County jail. Vinson will have her involvement reviewed and a charge determination made at a future date.

2 Arrested New White Bluffs School

Charge: Possession of a controlled substance (methamphetamine) with the intent to deliver

Synopsis:

On November 16 at approximately 12:30 PM personnel from the Richland Police Department and Benton County Sheriff’s Office responded to the area of the 4200 block of Cobblestone Ct in response to a call of a burglary in progress. The resident had come home from a trip and found two people in her house that were not authorized to be there. The victim advised that she had eventually been able to identify one of the subjects as her son, Darren Yeater but that Yeater did not have permission to enter her home in her absence. As a precaution (due to close proximity), White Bluffs elementary school was notified of the occurrence and elected to go into a lockdown status for approximately 15 minutes.

As officers entered the residence to secure it, the victim stated that she had found brass knuckles and bullets in the room Yeater was occupying. Police also observed a revolver, with the hammer cocked, sitting on a dresser. Next to the revolver was a pipe of the type that is normally used for smoking methamphetamine.

Yeater and Butler were both detained as the investigation into the incident continued. Butler initially claimed the pistol that had been found. She stated that she carried it because she deals drugs on the street and needed it for protection.

The victim confirmed that Yeater does not have a key to the house and is not to be there when she is not home. There were no signs of forced entry into the residence and it appears as if the two suspects may have entered via an unlocked garage bay door.

A search warrant was applied for and granted. The search warrant revealed that the revolver found on the dresser was a .22 caliber loaded with 6 rounds. Near where Yeater and Butler had been sitting officers found a bag containing a scale, 15 grams of marijuana, 11 grams of methamphetamine, and 12 pills of hydrocodone. In a second bag officers found small plastic baggies of the type commonly used to package drugs for sale on the street. A third bag was located that contained fifty .22 caliber pistol rounds.

A gray backpack was located and inside the backpack officers found 3 hypodermic needles, gift cards, cell phones and a camera. Finding these types of items in the quantity and location they were in lead the officers to believe that they may be stolen. Butler confirmed that she had exchanged the items in her possession for drugs.

Registration paperwork was found that belonged to a Volkswagen that had been reported stolen on November 14, 2011.

Contact was made with the Benton County Prosecutor’s Office. They authorized a 72 hour hold on Yeater and Butler for the above listed charges. After the investigation is complete they will review the case and determine if any additional charges would be appropriate.

Stating that he was under the influence of methamphetamine, Yeater asked for medical assistance. He was transported to Kadlec hospital for medical clearance. After being cleared both Yeater and Butler were booked into the Benton County jail.

Arrest Made in Ryder Morrison Homicide

Charge: 1st Degree Manslaughter

On June 22, 2011 the Richland Police Department began investigating circumstances surrounding the death of 12 month old Ryder Morrison. At the time of Ryder's death Kelli Jacobsen was employed as a nanny.

Jacobsen was present on June 22 and called 911 to request an ambulance. Initial reports provided by Jacobsen to 911 personnel indicated that Ryder had fallen and hit the back of his head. Richland Fire paramedics transported Ryder to Kadlec hospital. Attending medical personnel said that the explanation of falling was not consistent with the presenting injury.

Due to bleeding in the brain, a neurosurgeon was called in to perform surgery. Ryder died as a result of his injuries.

An autopsy was performed. In addition, three other experts in the field were consulted, and provided Ryder’s medical and autopsy records. The report received from those experts found “Given his reported normal level of function reported by mother and the sitter during mother’s lunch break, his injuries almost certainly occurred after mother returned to work from that break”. The doctors also found that on the day of his death, Ryder sustained multiple bruises, severe intracranial and eye bleeding and neck muscle injury. They found that diffuse subdural bleeding such as Ryder sustained normally results from severe whiplash events that can also cause neck muscle and spinal cord bleeding. They concluded that the injuries were not consistent with the reported fall history and that the cause of death was closed head injury.

The results of the investigation have been reviewed by Benton County Prosecutor Andy Miller. Mr. Miller filed an Information in Superior Court today charging Jacobsen with Manslaughter in the First Degree. The Information alleges that Jacobsen recklessly caused the death of Ryder Morrison by inflicting abusive head trauma. The crime was aggravated because Jacobsen knew or should have known that the victim was particularly vulnerable and incapable of resistance due to extreme youth.
Jacobsen, along with her attorney, turned herself in at the Benton County Jail. She is being held on $100,000.00 bail.

A court hearing is scheduled today for 1:30 PM.

Richland Police Investigating Death of 34 Year Old Woman

On October 25, 2011 at 10:00 p.m., Richland Police were dispatched to a vehicle accident in the parking lot of Gesa Credit Union on Goethals Drive. When officers arrived, they discovered a 1978 Ford Pickup driving backwards in circles. The truck was unoccupied. However, Richland resident Melissa T. Moone was found lying in the parking lot. She appeared to have been struck by the pickup. Moone was taken to Kadlec Medical Center where she was later pronounced deceased. Moone was 34 years old.

Accident Reconstructionists were call to the scene to investigate the incident. Moone had borrowed the truck from friends. It is believed that Moone was alone at the time of the accident. Investigators believe this to be an accident and there is no immediate indication of criminal activity, however Richland Detectives are continuing to investigate the incident. The Benton County Coroner's Office is also assisting in the investigation.

Vehicle vs. Pedestrian Injury Accident

SYNOPSIS:

On 10/20/11 at about 1933 hr RPD officers responded to a vehicle versus pedestrian injury accident at Thayer and Longfitt. The vehicle was traveling north on Thayer when it struck a juvenile female who was in the roadway. The female was subsequently transported to Kadlec ER, where she is undergoing surgery. The driver of the car has fully cooperated with the Richland Police Department in the investigation. Due to the nature of the injuries, an accident reconstructionist from the department was called in to complete the accident portion of the investigation.

Felony Assault Suspect Tased

SYNOPSIS:

On 10/15/11 at about 0224 hr Richland Police Officers responded to a report of a domestic assault in the 1300 block of Symons. Upon arrival an officer saw two males leaving the involved residence and told them to stop. Both males refused to obey the officer and were quickly joined by a female. A second officer arrived and told the three to stop, but they still refused and approached the officer. The officer became involved in a physical altercation with one of the males, Juaquin Flores, who was subsequently Tased. As that altercation began, Juaquin's wife, Joanna, came off the side walk at the officer. The second officer gave her commands to Joanna to stay back, but she refused and also became involved in a physical altercation with that officer, scratching him in the face. Both Juaquin and Joanna were placed into custody and booked into the Benton County Jail on charges of assault 3rd degree on a police officer.

4 Arrested for Area Vehicle Prowls

Synopsis:

Since July 1, 2011 there have been over 200 vehicle prowls in Richland. Many of the crimes involved the theft of electronics, cameras, sunglasses, firearms and computer equipment.

On October 12, 2011 a backpack was found in the yard of the 100 block of Rosemary St. Inside was a pistol, drugs, and a citation issued to Aaron Brown. The owner of the stolen firearm lives in the area of south Richland and had been the victim of a car prowl.

Information provided to the Richland Police crime prevention officer was passed on to members of the RPD Street Crimes Unit (SCU). SCU members contacted Brown and later Sakach and Johnson. Information gathered from the three criminal suspects led officers to a cache of stolen property hidden in the desert outside of West Richland. 6 other backpacks were recovered along with iPods, sunglasses, phone charging cords, cameras, flashlights, earphones, an e-reader and other personal property taken in car prowls throughout Richland and west Kennewick. The suspects have claimed responsibility for over 45 incidents of vehicle prowling.

In addition to the pistol originally recovered, SCU officers have also obtained a stolen .22 cal rifle and a stolen .12 gauge shotgun. Three search warrants have been served on vehicles associated with the suspects with stolen property being recovered from each. A West Richland juvenile has also been taken into custody and has been linked to the thefts.

$943.00 in cash was seized as proceeds of drug transactions. Scales, marijuana and some prescription medications have been seized and the sale of illicit drugs is still being investigated.

The investigation is continuing and it is believed that additional pieces of stolen property will be recovered.

After consulting with the Benton County Prosecutor's Office, the adults were booked into the Benton County jail on the listed charges.

Richland Police Seize 9.5 pounds of Marijuana

Charges: possession of Marijuana, possession of drug paraphernalia, Benton County warrant for failing to appear for a hearing

Synopsis:
On 10/8/11, Richland police responded to a complaint of the odor of Marijuana coming from a residence in the 900 block of Davenport. Officers contacted Jerry Richwine and his wife, Sandra Knight. Richwine indicated that he possessed a valid medical Marijuana card and was legally in possession of Marijuana. Further investigation revealed that he was in possession of approximately 9.5 pounds of Marijuana. Richwine was also found to be illegally possessing Hydrocodone pills.

Knight was in possession of marijuana and drug paraphernalia, supplied to her by Richwine. She had an outstanding warrant for her arrest as well.

Both were booked into the Benton County Jail on the above listed charges.

Police Investigate Assault At Preschool

Arrested: Miller, Lucas Anthony, 21 yoa, Kennewick resident

Charge: Booked into the Benton County Jail on a felony investigation for sexual assault against a child

Synopsis:
The Richland Police Department is investigating a child abuse incident that occurred at Kids World Daycare, in Richland. A child who attends the daycare disclosed to their parents that inappropriate physical contact by staff member Lucas Miller had occurred at the daycare. The parents notified Kids World on August 31, 2011. Mr. Miller was no longer employed with Kids World as of September 1, 2011. Kids World staff notified Child Protective Services, who then notified the Richland Police Department.

The incident is being investigated by Richland Police Detectives. On October 5, 2011, Miller was arrested and booked into the Benton County Jail for sexual assault of a child.

The Richland Police Department met with parents whose children may have had contact with Mr. Miller in an effort to determine if there are additional victims. Resources were offered to those concerned and involved.

Agencies assisting in this investigation are Child Protective Services, the Sexual Assault Resource Center, Division of Licensing Resources (DSHS) and a child forensic interviewer (Kids Haven).

Mr. Miller was employed at Kids World April 2011 through August 2011. He had prior employment with Children’s Garden Montessori Preschool in Richland, November 2008 through August 2009 and was a lifeguard at the Tri-City Court Club in Kennewick, May 2009 through March 2011. Mr. Miller was also a summer counselor for Campfire USA, 2007 - 2009.

There is no information at this time to suggest that crimes were committed at Miller’s previous employers. However the investigation continues. The Benton County Prosecutor’s office is reviewing this case for filing of formal charges.

DUI crash detroys traffic light at Columbia Point and George WA Way

Arrested: Bradley Wilkerson (25 YOA) of Kennewick
Charges: DUI

On 09/25/11, at about 0616 hours, Bradley Wilkerson was traveling NB on 240 entering onto George WA Way and struck the NB traffic light pole at Columbia Point, shearing it from its base. Wilkerson's vehicle drifted across all seven lanes of George WA Way and came to rest near Benham. Wilkerson was the only person in the vehicle.

Wilkerson was arrested for DUI and reportedly did not suffer any injuries. Wilkerson's vehicle caught fire and was extinguished by officers on scene.

Wilkerson said he had been drinking since 8:30 PM and had at least three drinks within a half hour prior to the crash. Wilkerson's breath alcohol measured .223. The legal limit in the State of WA is .08.

Wilkerson was booked into the Benton County Jail.

The City of Richland is actively working to restore normal traffic flow patterns to this area. Currently, there are lanes closed in this area until additional traffic control systems can be installed.

2 Arrested for Intent to Deliver Meth

Charge: Possession of methamphetamine with intent to deliver

On September 11, 2011 at approximately 2:00 AM officers observed a Honda passenger vehicle parked in the middle of the roadway in the 1600 block of Thayer. They stopped to investigate and saw that the steering column of the car had damage consistent with cars that have been stolen. The vehicle came back registered to a female in a different part of Richland.

As investigating officers began speaking to Yeater, a passenger in the car, they saw a bag containing what appeared to be methamphetamine inside a door panel and a glass pipe on the seat. The driver, Morris, was contacted at a nearby residence. It was learned that he had five outstanding warrants for his arrest, including one for distribution of methamphetamine. Both subjects were taken into custody.

After obtaining a search warrant, the vehicle was searched. Items found included one bag containing suspected meth, multiple glass pipes with drug residue, electronic scales, drug packaging materials, two bags of marijuana, pills appearing to be hydrocodone and prednisone, two additional containers of suspected meth, and $396 in cash.

The owner of the vehicle was contacted and confirmed that her car was not stolen.

Both subjects were booked into the Benton County jail on the above charges.

Three Drug Search Warrants Served in Richland

Charge: 2 counts of distributing heroin (within 1 block of an elementary school)

Arrested: Doan, McKenzie J; 19 year of age female, Richland resident
Charge: 4 counts of distributing heroin (within 1 block of an elementary school)

Arrested: Wellons, Richard L; 40 year of age male, Richland resident
Charge: 3 counts of delivery of heroin (within 400 feet of an elementary school)

Arrested: 16 year of age male juvenile; Richland resident
Charges: Possession of methamphetamine, 2 counts delivery of marijuana

The Richland Police Street Crimes Unit (SCU) has executed Three search warrants that were all drug related. Four individuals have been arrested. The search warrants are the culmination of three different investigations.

One search warrant for heroin delivery was executed in the 600 block of Smith Ave., with a second in the 2100 block of Shasta St. These cases are related. The third warrant in the 2300 block of Hood Ave. was an independent investigation.

After consulting with the Benton County Prosecutor, all of the adult suspects were booked into the Benton County jail. The juvenile was booked into the Juvenile Justice Center.

Subject Arrested on 6 Counts of Burglary

Arrested: Neff, David M; 25 year of age male, Richland resident
Charges: 6 counts Burglary 2nd Degree

On September 1, 2011 at approximately 1:00 AM police were dispatched to 953 Stevens Drive on a call of a burglary that had just occurred. Officers arrived at Columbia Basin Imaging and found that it had been entered and that several items had been removed. There was physical evidence at the scene of the burglary that indicated the suspect may have been injured during the crime.

A K-9 unit was called in and attempted a track that was ultimately unsuccessful in locating a suspect. Several hours after the initial report officers saw Neff walking in the area. He had a bandaged arm and appeared to have been injured recently. After contact was made it was discovered that the soles of his shoes matched a very similar pattern found at the burglary scene. Additional physical evidence was discovered that linked Neff to the Columbia Basin Imaging incident.

A check from Columbia Basin Imaging was found in Neff’s pocket after he was arrested.

Investigators have linked Neff to 6 other commercial burglaries in Richland that have occurred in August. A search warrant served on a home he was staying at recovered computers, electronics, a camera and cell phone stolen from businesses.

Additional evidence is being analyzed to determine his involvement in a minimum of 4 other cases.

After consulting with the Benton County Prosecutor’s Office, Neff was booked into the Benton County jail on the above charges.

Robbery 1st Degree Arrest

Arrested: Stickley, Cody M; 18 year of age male, Transient
Charge: 1st Degree Robbery

On 8-23-2011 at about 2:45 PM police were advised of a robbery that had just occurred at the Knight Street Transfer Station, 1010 Knight Street. A suspect description was put out of two males with Nazi swastikas tattooed on their bodies.

The investigation revealed that a 19 year of age male subject was approached by two suspects at the transfer station. One individual demanded that the victim hand over his cell phone. The subject complied and then asked for the phone back. The suspect, later identified as Stickley, refused and said he would have to give the victim a beating before returning his property.

Stickley struck the victim in the side of the head with his fist and grabbed a bus pass from his hand. He and another subject then ran from the scene.

Stickley was located running on Stevens Drive close to the transfer center. He has a swastika tattoo on the side of his head and matched the description provided by the victim and at least one witness. According to the victim a second male present when the assault occurred did not speak or participate in the assault. The second subject was contacted but not arrested.

After confirming Stickley's identity, officers arrested him. The victim's bus pass was found in his pocket but the cell phone has not been recovered.

The Benton County Prosecutor's Officer authorized Stickley to be booked into the Benton County jail on a charge of 1st Degree Robbery.

Vehicle Prowls & Garage Burglaries

The Richland Police Department is asking citizens to help combat vehicle prowling and open garage burglaries.

During the past 30 days, 85 vehicles were prowled throughout the city with the majority of the crimes occurring at night. Approximately 78% of these vehicles were unlocked. Money, purses, wallets, computers, GPS units, cell phones, MP3 players and other valuables are often taken.

Recently, burglaries from garages appear to coincide with these vehicle prowls. 17 open garages within the past 30 days were entered. Frequently cars in the garage are prowled but other items of value within the garage are also taken such as tools. Two vehicles were stolen out of garages this month, a 1991 Subaru Legacy and a 2007 Cadillac CTS.

Six people have been arrested within the last 30 days for vehicle prowl bringing the year-to-date total to twenty-eight.

The police have been closely monitoring this activity and have adjusted tactics where appropriate to combat these crimes. However, enforcement is just one part of the solution.

Citizens play a vital role in prevention. Developing the habit of locking vehicles, closing and locking garage doors and not leaving valuables in plain sight is critical. Immediately contacting police when a suspicious person is observed improves an officer’s ability to identify suspects and make arrests. If you have been victimized, make a report to the police promptly.

Media Invitation to SWAT Training

Dear Members of the News Media,

The Walla Walla County Sheriff’s Office, in partnership with the Walla Walla Police Department, the Benton County Sheriff’s Office, the Franklin County Sheriff’s Office, the Kennewick Police Department, the Pasco Police Department, and the Richland Police Department, is hosting a joint SWAT training exercise. The Walla Walla Regional SWAT team and the Tri-Cities Regional SWAT team will be training together in an ongoing effort to make our communities safer. Tri-Cities SWAT team leader BCSO Sgt. Jon Law commented, “This is the first time that our two teams have trained or worked together to my knowledge. It’s a great idea and we welcome the opportunity.” The instructors for this joint SWAT training will be current element and team leaders from the LAPD SWAT team, Los Angeles Police Department.

Walla Walla County Sheriff John A. Turner, along with all the Chiefs & Sheriffs of the participating law enforcement agencies, would like to recognize and thank the United States Attorney’s Office, specifically Mr. Michael C. Ormsby, the U.S. Attorney for the Eastern District of Washington and Mr. Steven R. Richland Police
On 8/10/11, a stolen pickup truck from Kennewick was recovered in Richland near the area of Boston and Bismark. The vehicle was unoccupied. Officers were able to develop evidence that indicated Christopher Hill was in possession of the vehicle. Hill is wanted by the Richland Police for possession of a stolen vehicle. Anyone with information on Hill’s whereabouts should contact the dispatch center at 628-0333.

Benton County Sheriff’s Office
On 08/04/11, a Burglary occurred at the EFC Supply Store at 804 Babs Ave in Benton City, WA. Three suspects were identified and two were taken into custody for the crime. Hill was identified as the third suspect for the Burglary and is wanted in connection with the crime. Anyone with information on Hill's whereabouts should contact the dispatch center at 628-0333.

Diesel Fuel Stolen

Synopsis: On 8/4/11, Wondrack Distributing reported the theft of approximately 3000 gallons of diesel fuel from their Aaron fueling station in Richland, valued at approximately $12,000. The theft is believed to have occurred sometime during the early morning hours, around 2:00 a.m. There is no suspect information at this time.

An older dark blue faded semi was observed in the parking lot around 1:40 a.m. A person described as a white male in his 50`s, approximately 5-10, medium build, with dirty brown shoulder length hair, possibly balding on top, was working on the truck. It's unknown if this person had any involvement with the theft.

Vehicle Thief Captured

Arrested: Rucker, Justin W.; 21 year of age male, Richland resident

Charges: Vehicle theft, Possession of a stolen vehicle, Possession of vehicle theft tools

Synopsis:
On 8/1/11 at 0136 hours, a 1995 Honda Accord was stolen from the 2000 block of Lee in Richland. Approximately 30 minutes later, a Richland officer observed the car traveling west on SR240 near SR225. Additional officers responded to assist while the vehicle was being followed. The vehicle was stopped on SR240 at SR24 (Yakima Barricade) and the driver identified as Justin Rucker, was taken into custody without incident.

Rucker was booked into the Benton County Jail on the above listed charges. Additional charges were forwarded to the Prosecutor’s Office for review.

Standoff Ends Peacefully

Arrested: Reis, Jerry A.; 45 year of age male, Richland Resident
Charge: 2nd Degree Assault

On August 1, 2011 at approximately 9:35 AM police were made aware of a potential hostage situation in he 1800 block of Peachtree Lane. A female had called a relative and told her that her boyfriend, Jerry Reis had held a knife to her throat and was not letting her leave their residence. Police arrived and deployed around a 4 plex where it was believed the subjects were located.

An updated phone call via the relative indicated that the female victim was able to make it to a neighboring apartment. No direct contact with the victim was able to be established to ascertain her safety or determine if she was speaking under duress. Reis has a criminal history, is a convicted felon, and has threatened to shoot police officers in the past.

The PA system in a police vehicle was used to try and communicate with individuals inside with no response. The sound could be heard throughout the neighborhood. Several attempts were made to use technology to determine the location of both subjects to no avail. Neighboring residents were contacted and asked to leave their apartments.

No activity or response was received from inside the apartment. After receiving a search warrant, officers entered through the front door and deployed a small robot. Using the robot they were able to locate two subjects in a bedroom. Reis was observed laying on his stomach on a bed with his hands under his chest. The female victim was laying next to him and appeared to be distraught.

Officers began giving Reis directions to stand up and show his hands. As he did so he threw something to the floor before he was taken into custody. A subsequent search revealed a knife in the same area that officers saw him toss an object. This supports the victim's initial statement that he was armed earlier in the day.

Reis was taken into custody without further incident. The victim is being interviewed.

After reviewing the incident, the Benton County Prosecutor's Office authorized Reis to be held on a 72 hour hold. He was booked into the Benton County jail.

Members of the Benton County Sheriff's Office and the Kennewick Police Department also assisted with the resoluton of this case.

ARRESTED: Paladin, Anthony, M., 24 years old, Richland

CHARGES: Assault 2nd Degree

SYNOPSIS:

On 07/24/11 at about 0042 hr Richland Police Officers responded to a report of an assault with a knife that had just occurred at the Towne Crier, in which the victim was stabbed in arm. The victim's friends chased the suspect off prior to the arrival of police. RPD officers subsequently located and arrested the suspect in the area. He had also sustained injuries to his hand during the assault, from the knife. The suspect was booked into the Benton County Jail on the felony assault charge.

Voyeurism

Suspect: Described as a Hispanic male, 30’s, approx. 5’5” – 5’7", 160 lbs. The male was wearing a light colored polo shirt and jeans.

Suspect Vehicle: dark colored four door vehicle

Synopsis: On 7/17/11, the above subject is believed to have been taking photos of a teenage female while she was in a dressing room at the Richland Target. The victim states while in the dressing room, she looked down and saw someone holding a phone under the stall wall taking photos of her. The subject was able to leave the store and was last seen at Wal-Mart.

In July 2010, a person who appears to be the same subject committed a similar at act at the same store. An adult female was photographed while in the dressing room. Anyone with information on this person should contact the Richland Police.

Updated Bank Robbery Suspect Information

The suspect in yesterday's bank robbery at Yakima Federal was wearing a yellow T-shirt emblazoned with a large butterfly on the front. Pictures showing the size and color of the decoration are included with this post.

The suspect got into a silver sedan before fleeing the scene. From raw video footage it appears as if the model of car is a mid-2000's Chrysler Sebring model.

Investigators are continuing to review video footage of businesses in the surrounding areas to determine if additional information can be obtained.

Traffic Stop Leads to Heroin, Meth Arrest

Arrested: Baker, Larry D.; 46 year of age male, Pasco resident
Charges: Possession of Heroin, Possession of Methamphetamine, Possession of Drug Paraphernalia

Arrested: Espinoza, Ruben J.; 31 year of age male, Burbank resident
Charges: Obstructing Law Enforcement, 5 outstanding warrants

On 7-16-11 at about 1145 AM Baker was stopped for traffic violations on Columbia Center Blvd. near Hwy. 240. Baker was driving and Espinoza was the passenger. As the officer was identifying Espinoza, he gave a false name. A check of Espinoza’s history showed that there were 5 misdemeanor warrants issued for his arrest. As he was being removed from the vehicle, the officer detected an odor of heroin coming from inside.

Espinoza was secured and the officer approached Baker and asked about the odor of heroin. Baker admitted he had heroin on his person and handed the officer a cigarette pack containing what appeared to be tar heroin. He also handed the officer a pipes he stated were used to smoke heroin and methamphetamine. There were still meth crystals inside the glass pipe.

Both subjects were booked into the Benton County jail on the above charges.

Felony Assault, Unlawful Imprisonment

Arrested: Jones, Stefan P.; 27 year of age male, Richland address
Charges: 2nd Degree Assault, Unlawful Imprisonment, Obstructing, Resisting Arrest

On 7-16-11 at about 4:30 AM officers responded to the 1100 block of Wright Ave. on a report of a fight between a male and female. Several guns were reportedly in the home. A female on the scene was loudly screaming.

Arriving police units saw a 22 year old female outside near the driveway. As they began to approach they saw a male subject, later identified as Jones, walking towards her. The female began to back up and lifted her hand in a motion to signal she wanted him to stop. She also began screaming. As Jones saw the approaching police personnel he began to puff his chest out and assumed a stance that indicated he was going to fight.

Jones eventually complied with the officer’s directions to sit on a retaining wall. Jones appeared intoxicated. He was slurring his words, had bloodshot and watery eyes and a strong smell of intoxicants on his breath. Jones only partially complied with directions to stay in a seated position on the wall and his behavior began to escalate. Eventually he had to be handcuffed to keep him from interfering with the investigation.

As officers were interviewing the female victim, Jones continued to interfere. As he was being escorted to a patrol car he began to kick and fight with officers. After finally being able to get him into the back seat, Jones began to repeatedly hit his head against the Plexiglas screen of the car.

The victim told police that she and Jones had been arguing for several hours when she tried to go outside and leave. Jones followed her and told her that she could not leave. He grabbed her by the arm in an attempt to restrain her. She broke free and Jones grabbed her by the neck and began to squeeze. After breaking free for a second time she moved to her car. Jones entered on the passenger side and prevented her from putting the car into gear. The victim said that Jones kept her from leaving the scene for approximately 20 minutes. Her statement was supported by physical evidence of red marks and bruising on her arm and neck.

Jones was arrested on the charges listed above. Due to his intoxication, he was taken to Kadlec hospital to be medically cleared. While at the hospital he again became combative and had to be physically restrained by several police officers.

After consulting with the Benton County Prosecutor’s Office, Jones was booked into the Benton County jail.

Arrest of suspect for stolen vehicle

Arrested: Jesse A. Kent 27 YOA Pasco Resident

Charges: Possession of stolen property, Possession of a controlled substance, multiple warrants, and driving with a suspended license.

Synopsis: Shortly before 3:00 AM on 7/14/11, a Richland Police Officer noticed a male acting suspiciously who was driving a mini-van in the area of 1878 Fowler in the Richland Wye. The officer ran the vehicle registration through his mobile data terminal and discovered that the vehicle had been reported stolen out of Kennewick approximately 2 weeks prior.

Other officers arrived on the scene and took the male, identified as Jesse Kent, into custody. Kent was found to have multiple warrants for his arrest and a suspended driver’s license.

Inside the vehicle, officers recovered a small amount of suspected methamphetamine and drug paraphernalia.

Kent was booked into the Benton County Jail on the above listed charges. The vehicle was returned to the owner.

Arrest Warrant Leads to Narcotics

Arrested: Gunderson, Daniel L, 24 yoa (Kennewick resident)

Charges: Dept. Of Corrections Probation Warrant, Possession of a Controlled Substance, Possession of Drug Paraphernalia, Obstructing an Officer

Synopsis: On 7/7/11, Richland Police assisted the Washington State Department of Corrections with serving an arrest warrant on Daniel Gunderson who was at a residence in the 100 block of Edgewood Drive. An officer attempted contact with Gunderson but he retreated back into the residence. Additional officers responded and set up containment around the house. After approximately 2 hours of attempting to get Gunderson to come out, he finally complied and was taken into custody without further incident. Gunderson was booked into the Benton County jail on the above charges.

During the course of this incident, information was gained that lead to requesting a search warrant of the residence for narcotics. The warrant was obtained and served. A suspected controlled substance and drug paraphernalia was seized. Several items have been sent to the State Crime Lab for testing. The investigation is continuing.

Traffic Stop Leads To Multiple Criminal Charges

Arrested: Baker, David D. 37 YOA, Kennewick resident

Charges: Driving on a suspended license, obstructing an officer, resisting arrest, possession of Marijuana / paraphernalia and held on a felony 72-hour hold for possession of Methamphetamine as well as being served with several outstanding arrest warrants.

Synopsis: On 7/6/11, David D. Baker was stopped by Richland Police for committing a traffic violation, on Wellsian Way near Lee Blvd. Baker stopped the vehicle and was contacted by the officer. Baker fled on foot from the traffic stop when the officer returned to his patrol car. After a short foot pursuit, Baker was taken into custody without further incident. During the foot pursuit, Baker discarded a cigarette pack which was later found to contain suspected Marijuana and Methamphetamine. Drug paraphernalia was found on his person after his capture.

It was discovered that Baker’s driver’s license was suspended and that he had several outstanding warrants for his arrest. Baker was booked into the Benton County Jail for driving on a suspended license, obstructing an officer, resisting arrest, possession of Marijuana / paraphernalia and held on a felony 72-hour hold for possession of Methamphetamine as well as being served with the outstanding arrest warrants.

Vehicle Pursuit

Arrested: Richard Linderman (39 year old male) Kennewick Resident

Charges: Possession of a Controlled Substance (Methamphetamine) and Attempting to Elude Police

On July 04, 2011 at about 02:15 A.M. a Richland Police Officer conducted a traffic stop in the 1700 block of Fowler Street in Richland. During the traffic stop the driver, later identified as Richard Linderman, suddenly restarted his car and fled from the officer and a pursuit ensued.

Linderman fled onto Highway 240 toward Richland and then onto East bound Interstate 182. Linderman was apprehended by Richland Police Officers at the KOA Campground on St. Thomas Drive in Pasco after a short foot pursuit. Evidence indicating Linderman had illegal drugs in his vehicle was located. A Search Warrant for the car Linderman was driving was obtained and drug paraphernalia and the drug Methamphetamine was located.

Linderman was booked into the Benton County Jail on the above listed charges.

Vehicle Prowlers Arrested

ARRESTED: Travis, Dennis, D. 23 YOA, Benton City
Duvall, Tanner, M. 24 YOA, Pasco

CHARGES: Vehicle Prowling, Shoplifting, Possession of Stolen Property,
Possession of Narcotics, Outstanding Warrants

SYNOPSIS: On 06/24/2011 at about 1243 hr an off duty Richland Police Officer reported a vehicle prowl in progress at the Fred Meyer in Richland. The vehicle left the area, along with 3 suspects, prior to officers arrival. While checking the area for the suspect vehicle, a patrol officer located the vehicle in the Wal-Mart parking lot. When both suspects exited Wal-Mart and got into their vehicle, they were contacted by PACT and patrol officers and detained. Stolen property was seen inside the vehicle, so it was impounded and a search warrant was obtained for it. After serving the search warrant, officers located property stolen from Fred Meyer, Wal-Mart, and a citizens vehicle. Additionally, one of the suspects had outstanding warrants, and various illegal narcotics were located in the vehicle. Both subjects were booked into the Benton County Jail.

Death Investigation

Victim: Ryder Morrison, 1 year old male

On June 22nd, 2011 at about 1330hrs, Richland Police were notified by CPS that at about 1230hrs Richland Medics had brought a one year old boy, named Ryder Morrison, to the Kadlec Emergency Room with a head injury. Morrison subsequently died during surgery. Richland PD Detectives were called out to investigate. An autopsy was performed and the cause of death was found to be the result of blunt force trauma to the head. The case is currently under investigation and no arrests have been made in the case. Morrison lived in the 1300 block of Williams Blvd.

Police Looking for Eluding Suspect

Suspect: Lamark A. Walker, 19 year old Black Male, 5’8”/140, Blk/Brn.

On 6-8-11 at about 2323hrs, a Richland Police Officer was driving westbound on SR 240 at Columbia Park Trail when he observed a 2005 Kia next to him with a burnt out headlight. The vehicle passed him and he noted the license plate and recognized the plate and vehicle from a call earlier in his shift. Based on that call he knew that the owner of the vehicle was out of town.

The Officer tried to initiate a traffic stop on the vehicle and when he did the vehicle sped up in an apparent attempt to elude the police. The Officer followed the vehicle with his lights and sirens on in an attempt to get the driver to yield. The suspect continued to speed up and tried to take the Pasco exit onto I-182. The driver failed to negotiate the on-ramp and lost control of the car. It spun out of control and went off the road into the gravel. The driver of the vehicle was able to get the vehicle back onto the roadway and continued on towards Pasco.

The Officer continued to pursue the vehicle as it accelerated to speeds of 100mph to 115mph. The vehicle took exit 7 towards Road 100. Again it was traveling too fast to negotiate the ramp and the driver lost control. The vehicle spun out and struck a concrete curb, damaging a tire. The driver of the vehicle got out of the car and ran from the scene. A passenger also got out of the vehicle and did not flee. He was detained for questioning and later released.

The suspect was not located, but the investigation has shown that Lamark Walker was likely driving the vehicle. As of the time of this release Walker has not been located. Anyone with information on Walker’s whereabouts or this investigation is asked to call the Richland Police at 628-0333.

Shooting Investigation - Update 6-7-11

James R. Sams, 33 year old male was taken into custody on 6-5-11 at about 0115hrs after being stopped driving a stolen vehicle in the area of Jadwin and Aaron. An officer stopped the vehicle and Sams exited the driver’s side. Someone inside the car then drove away. The officer did not pursue. Later the stolen car was found in the area of Thayer and Cottonwood unoccupied.

Elizabeth A. McCoy, a 22 year old female, was contacted shortly after and taken into custody after being linked to the crime. The investigation revealed that James Schultz was the person driving from the scene.

As the investigation stands today, several points have come to light which can be shared:

-Investigators have discovered a second handgun that was found inside the suspect vehicle

-Investigators have discovered two spent shell casings inside the suspect vehicle. The shell casings do not match the caliber of ammo that any of the officers were carrying

-A witness has reported seeing James Schultz with a handgun in the vehicle just prior to officers firing their weapons

-A witness has reported hearing a gunshot originating from within the suspect vehicle just prior to officers firing their weapons

This information to date is based on an evolving investigation. Information obtained could always be updated at a later date.

Shooting Investigation Update

Deceased: Schultz, James Dean, 27 years old. Address Unknown

During the early morning hours of 6-5-11, Richland Police investigated several stolen vehicle reports. During those investigations, James Schultz was named as a possible suspect. On 6-5-11 at 0629hrs, officers were dispatched to the area of 1400 Alice St a report of a Suspicious Person. It was believed that the call could be associated with the earlier stolen vehicle. Officers responded to the area and found a gold colored sedan occupied by 5 people, including James Schultz. Five Richland Officers were present during the call. During the course of the contact with the suspects in the vehicle shots were fired. James Schultz died at the scene. The occupants of the vehicle were interviewed by investigators from the Special Investigations Unit. All but one was later released. Rolando Vargas, a 21 year old male was booked into the Benton County Jail for Unlawful Possession of a Firearm first degree.

The Special Investigations Unit (SIU) along with the WSP Crime Lab Response team processed the scene where the shooting took place. A handgun, not belonging to involved officers, was recovered at the location.

SIU is handling the investigation involving the shooting.

Richland PD Detectives are handling the investigations pertaining to the stolen vehicles.

The five involved officers have been placed on paid administrative leave, which is standard practice.

On 6-5-11 at about 0629hrs, Richland Police Officers were dispatched to the 1400 Block of Alice St in Richland for a report of a Suspicious Person. Officers responded to the area and located the suspect in a vehicle in the area of Cottonwood and Thayer. After confronting the male, shots were fired. The male suspect was hit and died at the scene. The Tri-City Special Investigation Unit has been called out and is investigating the incident. More information will follow at a later time.

Collision at Stevens and Snyder

On 05-31-11, at 0957 hours, a collision occurred at the intersection of Stevens and Snyder in Richland. An initial investigation into the crash revealed that a Ford Focus failed to yield the right of way as it traveled east on Snyder through the intersection. A Suzuki traveling north on Stevens struck the right side of the Ford and caused it to roll onto it's top. There were no injuries.

Arson at Richland Church Does Minimal Damage

On 5-18-11 at about 0015hrs, Richland Patrol Officers responded to the Apostolic Christian Church at 1749 Stevens Drive for a report of a fire. A neighbor had heard tires screeching and looked outside. He saw the fire and called 911.

When Officers arrived they discovered two small fires in the flower bed up next to the church. The fires were small and did not appear to be threatening the structure. Richland Fire Departement responded and doused the flames.

Officers found a broken liquor bottle that appeared to have contained an accelerant of some sort. This was apparently the source of the fire.

No vehicles or persons were seen. Anyone with information about the incident is asked to call the Richland Police Department at 628-0333.

Vandalism to Columbia River Temple

Since January of this year, there have been 7 incidents of vandalism to the LDS Temple or vehicles at the Temple. Five of the incidents have involved someone throwing rocks or bricks through glass windows or doors. Two of the incidents have involved tires being slashed on vehicles parked at the temple.

Richland PD Looking for Vandalism Suspect

On 5-13-11 at about 0330hrs, the pictured suspect threw a concrete block through the windshield of a vehicle parked in the 300 block of Sanford St in Richland. The suspect appears to be a fairly tall and lanky male. He appears to be wearing light colored shorts, light colored sweatshirt with some sort of picture or writing on the front, and a stocking cap. It is also possible he is wearing glasses.

Richland has had 6 similar incidents since April. It is unknown at this time if they are related to this incident.

2 Arrested on Drug and Gun Charges

On 5-7-11 at about 2250hrs a Richland Patrol Officer observed a pick-up truck commit a traffic infraction in the area of Aaron and Goethals. He initiated a traffic stop and identified the driver as Jared Abbott. During the contact he noted that the driver and the passenger seemed to be exibiting signs of being under the influence of a narcotic. During the contact he also noted the odor of marijuana coming from the area of a toolbox in the bed of the truck. The officer discovered that Jared was driving with a suspended license and that he had failed to transfer the title on the vehicle he was driving within the required 45 days. Jared was placed under arrest and his person was searched. During the search a marijuana pipe was discovered in his pocket.

The passenger in the vehicle was identified as Colby Abbott.

During the investigation it was learned that Colby and Jared had smoked some marijuana just prior to the traffic stop.

Officers obtained a search warrant for the vehicle and upon serving the search warrant discovered that inside the toolbox in the bed of the truck was a backpack containing a large baggie of suspected marijuana (over 40 grams). Inside the backpack they also found a .22 caliber pistol and ammunition for the pistol.

The investigation led officers to believe that the backpack belonged to Jared and that there was possibly more marijuana at his residence in the 1500 block of Butternut in Richland. It was also discovered that Jared is a convicted felon and prohibited from possessing firearms.

Officer served a search warrant at the residence and found about 3 pounds of marijuana at the residence.

School Zone DUI Arrest

Synopsis:

On Monday May 2, 2011 at about 08:00 AM, Officers from the Richland Police Department were conducting a traffic enforcement emphasis in the Jefferson Elementary School zone on George Washington Way. During the emphasis a 54 year old male, John Walker, was stopped for speeding and dangerous lane travel. Officer’s immediately recognized Walker was under the influence of alcohol and appeared impaired. They conducted a DUI investigation and concluded Walker was impaired by alcohol use. Walker was arrested and booked into the Benton County Jail for Driving Under the Influence of Alcohol. Walker had a Blood Alcohol Concentration of .161. The legal BAC limit in Washington State is .08.

Car Crashes Into Store

SYNOPSIS:

On 04/29/11 at about 6:49 pm RPD officers were dispatched to a business alarm and vehicle crash at 1607 Columbia Park Trail, Island View Market. Officers arrived to find a Corvette halfway inside the business, with about half of the front wall of the business demolished. The driver left the scene prior to the arrival of the officers. Officers eventually located the male, identified as Jason W. Lambourne, and cited him for failure to stop and identify at the scene of an accident. No one was injured in the accident and the vehicle was towed away. The investigation revealed the driver had accidentally hit the gas pedal instead of the brake when attempting to park at the store, then panicked after seeing the damage to the store and his friend's vehicle, which he had borrowed.

On 4-19-11 at about 2136hrs, a Richland Patrol Officer was driving north on George Washington Way approaching Falley street when he observed a vehicle driven by Israel Esqueda commit several traffic infractions. The officer activated his emergency lights in an attempt to stop the vehicle. Esqueda pulled onto a side road and briefly stopped at a stop sign. Esqueda then turned right and quickly accelerated to about 65 mph on Barth street which is a 25 mph zone. The officer pursued the vehicle for less than 1/2 a mile before Esqueda abruptly stopped the vehicle in the roadway in the opposite lane of travel. Esqueda jumped from the vehicle and started to run away. The officer gave chase and caught Esqueda. The officer took Esqueda to the ground in an attempt to subdue him. Esqueda was not compliant and continued to struggle with the officer in an attempt to get away. Esqueda was eventually handcuffed and taken into custody.

Saenz, who was a passenger in the vehicle remained with the vehicle during the incident. He was later contacted by arriving officers and found to have warrants for his arrest. He was taken into custody without incident.

Cougar Shot in South Richland

On 4-15-11 at about 0914hrs, Richland Patrol Officers, along with an Officer from the Washington Fish and Wildlife Department, responded to 300 Soaring Hawk St. in Richland. The home is under construction and in the framing stage. When workers arrived at the house this morning, they discovered a cougar hiding in a basement nook.

Because of the location, the number of civilians in the area, and other safety considerations it was decided that there were no viable alternative other than destroying the animal. Officers shot and kill the cougar. There were no injuries to any humans. The cougar measured approximately 6 feet in length.

On 4-10-11 at about 0034hrs, a patrol officer observed a vehicle parked in Badger Mountain Park off Glenwood Ct. This park is clearly posted as closing at 2300hrs. The officer contacted the vehicle and found that it was occupied by five individuals. When the officer approached the vehicle and before he could say anything, one subject in the rear passenger seat told him that he had been smoking his medical marijuana. He was later identified as Troy Gray. As Officers began to identify all the individuals, they noted that they all appeared to be exibiting the effects of being under the influence of marijuana

The investigation showed that all the occupants of the vehicle had been smoking marijuana supplied by Gray, including one of the occupants who identified themselves as Gray's medical marijuana supplier.

Gray was booked into the jail. Bruner was cited and released and charges were forwarded to the Prosecutor's office on the juveniles.

On 4-9-11 at about 2037hrs, a Richland Patrol Officers observed a vehicle being driven by Diedrich commit several traffic infractions. The officer initiated a traffic stop in the area of Columbia Center Blvd. There were three passengers in the vehicle. One passenger was identified as Todd and he was found to have several outstanding warrants. He was taken into custody without incident. The driver was found to be driving with a suspended drivers license. She was placed under arrest and her purse was found to contain drug paraphernalia as well as traces of probable heroin. She was later booked for Possession of Heroin

The Officers released the two remaining passengers and they applied for a search warrant for the vehicle. Once the search warrant was granted they searched the vehicle and found two more bags containing more drug parapheranalia items and probable heroin residue. One of those bags was tied to Eddings, who was one of the passengers released from the scene.

On 4-10-11 at about 1911hrs, Officers were dispatched to the area of Valleyview Circle in the Hills Mobile Home Park on a complaint of a Reckless Driver. The caller gave a description of the vehicle with a license plate. The Officer recognized the vehicle as the same one that he had arrested Diedrich out of the night before. He responded to the area and could not locate the vehicle, but he was able to determine where the vehicle had come from.

He made contact at 27 Valleyview Circle. He knocked on the door and Voelkl answered. The officer asked about the vehicle and as he was speaking to her about the complaint he noticed drug paraphernalia sitting on a table behind her in plain view from the doorway. He asked her about his observations and she slammed the door closed. Officers were able to get her to open the door up after several minutes. They were able to determine that Voelkl was the resident of the home and that there was one other person present. She was identified as Franseen and was found to have outstanding warrants which she was arrested for.

While conducting the investigation, the vehicle that was reported as driving recklessly pulled up to the residence. The driver was Eddings. He was contacted and placed under arrest for Possession of Heroin for the drugs and paraphernalia found the previous evening. Eddings was searced and he was found to have more drug paraphernalia and probable heroin as well as brass knuckles on his person.

Officers petitioned for and were granted a search warrant for the residence. It was searched and more probable heroin and drug parapheranlia were located. Voekle was arrested for Possession of Heroin.

Richland PD Warns of Scam

Richland Police have received reports from two citizens recently of receiving suspicious telephone calls. The scam goes like this:

The citizen receives a call from a man with a Jamaican accent that says he is from “Global Winner’s, International” or “Winnings International” and he tells the citizen they have won $1 million and a $500 gift card. The caller ID showed the number as coming from Kingston Jamaica. The man assures the caller he is legit and offers to have his supervisor call back. A “supervisor” will call back to confirm the info. They say that all they need from the person to get their winnings to them is for them to send them money or their bank account number.

Neither citizen gave the caller their bank account number or sent them money.

Richland PD would just like to remind everyone that in order to win a lottery you first must enter one. Also, a true lottery winner will never have to provide their bank account information nor will they have to pay money to collect their prize.

Parked Cars Vandalized

Man Jumps in River to Evade Arrest

Arrested: McDonald, Eric Michael, 27 years old, Transient
Charges: 4 Felony warrants and Obstructing Arrest

On 4-1-11 at about 1131hrs, Officers were dispatched to a suspicious persons call in the 500 Block of Barth. A citizen had reported seeing two males acting suspiciously and hanging around the outside of a church. They did not appear to belong to the church and the caller stated that they looked like they were up to no good.

Officers responded and contacted two males in the area. One was identified as Eric McDonald. Officers ran him for warrants and discovered that he did have warrants. When they attempted to place him under arrest he fled from the officers. Officers gave chase and chased him down to Howard Amon Park.

McDonald continued to run and officers followed as he went to the Columbia River and jumped into the water and swam until he was out of the reach of officers. He floated down river and officers followed on the shoreline. He stayed in the water for about 10 to 15 minutes until he got tired and swam to shore. At that time he was taken into custody and turned over to an ambulance crew who had been called to the scene.

Firearm arrest

Synopsis:

On the morning of 3/28/11, a citizen called 911 to report seeing a vehicle driving in the area of SR-240 and I-182 that had thrown a purse out of the window. The citizen provided a vehicle description and a license plate number. The vehicle was located, apparently abandoned, at Thayer and Lawless drive.

The purse was recovered and it was determined it had just been stolen out of a vehicle in the Columbia Center Mall parking lot. It was also determined that the vehicle was unregistered and had stolen vehicle tabs on it.

RPD Officers applied for and received a search warrant for the vehicle. A sawed off shotgun was discovered in the trunk of the vehicle. Other suspected stolen property was also found in the car.

Through the investigation, it was determined that Schwabrow was the owner of the vehicle. It was also learned that he was a conviction felon out of Oregon and it was illegal for him to possess a firearm. The barrel of the shotgun had also been altered below the legal length.

Just prior to 2200 hours, Schwabrow returned to the vehicle. RPD officers responded and placed him under arrest for the above listed charges.

Juvenile Arrested. Admits To Breaking into Cars

Arrested: 13 year old male. West Richland Resident

On 3-22-11 at about 2142 hrs, Richland Police were called to the area of 1780 Pike, which is an apartment complex. The caller said that he was on his patio when he witnessed two kids throwing rocks at his vehicle. The caller stated that he chased the kids and caught one of them.

When Police arrived they contacted the victim, and one of the juveniles. It was estimated that the kids caused about $600 in damage to the car. The juvenile was arrested for Malicious Mischief. When the officer interviewed the juvenile he told them that the backpack he was wearing contained property that he had stolen from vehicles earlier in the evening. He did not provide any information on who was with him and the second juvenile has not yet been identified.

Officers found that the backpack contained several items that appeared to have been stolen. The juvenile said that the items were stolen from vehicles around Richland High and the Library. He did not provide any further information.

Suspect Arrested After Hostage Situation & Pursuit

CHARGES: Kidnapping, Assault 2nd Degree, Eluding

SYNOPSIS:

On 03/19/11 at about 0752 hr Richland Officers responded to the 1600 block of Goethals on a disturbance report, in which the male suspect, Jonathan P. Smith, was reported to be distraught over loosing his job and breaking windows at his residence. Smith left the residence prior to police arrival, but officers were notified he left with two rifles and a pistol. While officers were looking for Smith, a West Richland PD Officer spotted Smith as he pulled up to Lee's Market at 5720 W. Van Giesen. Smith went inside Lee's Market carrying a tote bag, so Officers began establishing containment on the location for fear Smith had firearms inside the location. A short time later a female ran out of Lee's Market telling officers Smith had a gun inside and told her to stay in the back of the store. She was able to escape out of a back door. After realizing he did not have a hostage anymore, Smith got into his vehicle and left, leading officers from Richland PD on a pursuit west of West Richland. Smith was ultimately stopped as he pulled onto the yard of a private residence, where officers were able to take him into custody. Smith was found to be in possession of the three reported firearms. Smith was booked into the Benton County Jail on charges of Kidnapping, Felony Assault, and Eluding police.

Vehicle Prowl Arrest

Richland Police Department Detectives have secured a confession from a 17 yoa Richland juvenile male indicating he was responsible for the vehicle prowls that occurred in central Richland over the weekend of March 5th and 6th. Detectives positively linked him to the crimes and cleared the 13 cases that were reported throughout the week. Charges have been forwarded to the County Prosecutor.

Vehicle Prowls in Central Richland

Vehicle prowlers struck central Richland sometime between Sunday night and Monday morning. Ten victims reported their vehicles having been entered. The majority of prowls occurred in the area of Van Giesen and Goethals and all of the vehicles appear to have been unlocked. Property that was reported stolen ranged from CD’s, money and medications to various types of personal property.

One prowl in the 1300 block of McPherson was interrupted early Sunday morning at 3:00am. The suspect ran off after being confronted by the victim. He was described as 6-00 to 6-02 tall, very thin, late teens to early 20`s with "big bushy hair" and wearing a dark colored hoodie with a diagonal lighter colored stripe.

Residents are urged to always keep your vehicles locked, do not store items of value in your vehicles or keep them hidden from view.

Stolen Roof Racks

From 2-8-11 to 2-23-11, there have been 4 theft incidents of vehicle roof racks. These vehicle roof rack brands consisted of 3 Yakima's and 1 Yamaha. During one incident a witness observed a hispanic male running away from the victim vehicle and then fleeing in a white newer model Cadillac Escalade. It appears that there have been similar thefts of roof racks

The Richland Police Department is releasing the following information pursuant to RCW 4.24.550 and the Washington State Supreme Court decision in State vs Ward. This decision authorizes law enforcement agencies to inform the public of a sex offender's release when they believe the information will enhance public safety.

The individual who appears in this release has been convicted of a sex offense that requires registration with the Sheriff's Office in the county where they reside. Further, their previous criminal history places them in a classification level that reflects the potential to reoffend.

The offender has served the sentence imposed by the court and has advised the Benton County Sheriff's office they will be living at the location listed above.

He is not wanted by the police at this time. This notification is not intended to increase fear, but rather, it is our belief that an informed public is a safer public.

The Richland Police Department has no legal authority to direct where a sex offender will live. The offender is constitutionally free to live wherever they choose.

The City of Richland is experiencing a power outage affecting the traffic signals north of Williams Blvd in north Richland. We want to remind drivers to treat all affected intersections as four way stops intersections until the power is restored.
The City of Richland Electrical crews are on scene working to correct the outage. It is unknown how long the power will be out.

RCW 46.61.183 Nonfunctioning signal lights.

Except when directed to proceed by a flagger, police officer, or firefighter, the driver of a vehicle approaching an intersection controlled by a traffic control signal that is temporarily without power on all approaches or is not displaying any green, red, or yellow indication to the approach the vehicle is on, shall consider the intersection to be an all-way stop. After stopping, the driver shall yield the right-of-way in accordance with RCW 46.61.180(1) and 46.61.185.

Officer Observes Teens Using Marijuana at Intersection

On 2-11-11 at about 8:50am, a plain clothes detective in an unmarked police vehicle was driving southbound on George Washington Way and stopped at a red light at Columbia Point Drive. While stopped at the intersection he looked to his right at the vehicle that pulled up to the light next to him. He saw that it was occupied by a female and two males. He could see that the front seat passenger was passing what appeared to him to be a marijuana joint to the back seat passenger. He continued to observe the occupants and watched as the back seat passenger took two deep drags off the joint.

The detective called patrol officers for assistance in stopping the vehicle. Patrol officers stopped the vehicle and identified the three as Clark, Krekel, and Mercear. Clark was driving the vehicle.

A search warrant was obtained for the vehicle and officers found several containers of marijuana as well as marijuana pipes, grinders, and a scale.

Accidental Shooting

Victim:
Pomrankey, Michael D., 40 year old male, Pasco Resident

On 2-7-11 at about 2041hrs, Officers were dispatched to the parking lot of the Badger Mountain Elementary School for a report of a man who had been accidently shot in the leg.

Officers arrived and found Pomrankey sitting in his pick-up being attended to by an off duty fireman who happened to be passing by. Pomrankey had a gunshot wound to the leg in the area of his right thigh. Officers found a loaded .40 caliber semi-auto pistol in the vehicle.

Pomrankey was transported to the hospital and is currently in stable condition.

Pomrankey told officers that he was at the school to pick up his child who was at the school for some type of function. He started to get out of his vehicle and realized that his pistol was between the seats. He grabbed hold of the pistol to move it to the drivers door pocket and the pistol went off, hitting him in the leg.

The case has been sent to the City Attorney's office for review.

18 Year Old Arrested for Variety of Violations

Charges:
Marijuana Possession (less than 40 grams), Delivery of Marijuana, Possession of Dangerous Weapon on School Property, Driving Under the Influence, Reckless Driving

On 2-4-11 at about 0940hrs, officers with the Richland Pro-Active Anti-Crime Team, observed a GMC Suburban driving at what they estimated to be about 45-50 mph in the 1400 block of Kimball. This is a residential area and the speed limit is 25mph. They were not in a position to stop the vehicle and about 5 minutes later again saw the vehicle southbound on Goethals from Torbett. Again they observed that the vehicle was driving at a high rate of speed through a residential area. The officers were in an unmarked vehicle without lights and sirens. They monitored the vehicle and called Patrol for assistance. They observed the vehicle driving recklessly through town and observed it running stop signs, speeding, making lane changes without signaling and driving on the wrong side of the road. The vehicle eventually stopped and the officers were able to make contact. They arrested the driver and identified him as Zackjery Harp. There were two other juveniles who were passengers in the vehicle.

During the contact, officers observed that there was a blow gun on the floorboard of the front passenger seat. They also observed the pistol grip to a revolver between the center console and the front passenger seat.

Officers spoke to the three occupants of the vehicle and learned that just prior to being observed by the officers they had been at Richland High School. Harp had just been kicked out of class and the two juveniles had skipped 1st period and were returning to campus. They met up in the parking lot and Harp wanted to show off some modifications he had made to the engine of his Suburban.

A search warrant was obtained for the vehicle and officers found that the pistol was a pellet gun. They also found a knife with an approximate 8 inch blade on the floorboard in the back seat that was concealed by a backpack. Officers also found 2 small pre-packaged ziploc bags of Marijuana. They also found a small ziploc bag of marijuana in one of the backpacks belonging to one of the juveniles. The marijuana was packaged the same as the bags found in the vehicle.

Based on interviews with the three it was learned that the items had all been possessed while at Richland High School and the weapons had been in Harp's vehicle for at least the last week. Harp was evaluated by a Drug Recognition Expert (DRE) and probable cause was developed to believe that he was driving under the influence. He was booked into the Benton County Jail and the juveniles were released to their parents.

Felony DV Assault

Synopsis:
On 02/06/11 RPD Officers responded to the 1600 block of Thayer for a report of a disturbance involving two brothers. Officers arrived to find the victim covered in blood from a head wound he sustained in the altercation. During the investigation officers determined the victim had been in a physical altercation with his brother, Jared Moses. Jared grabbed a door stop, which is a long pole, and hit his brother in the head with it. Jared was booked into the Benton County Jail for Assault 2nd Degree.

Felony Assault On A Police Officer

Synopsis:
On 02/04/11 RPD Officers responded to the area of 900 Aaron Drive on an assist for Pasco PD, to see if a vehicle involved in a hit and run was there. During the course of the investigation, both RPD and PPD officers entered an apartment to interview suspects in the case. During that process, Joshua Weimer was identified as a suspect. Joshua became argumentative and uncooperative during the investigation and while being detained, he headbutted an officer. Joshua was restrained and transported to the Benton County Jail where he was booked on felony assault charges.

Robbery (Shoplifter with Force) at Walmart

Synopsis: On 2-2-11 at about 1420 hrs, Richland Officers responded to Walmart on Duportail in Richland for a shoplifter who had assualted a Walmart Security Officer. The suspect had fled in a vehicle and officers were able to locate the vehicle as it left town heading to Pasco on I-182.

Walmart Security reported that the suspect (Hernandez) entered Walmart and filled a shopping cart with about $330 worth of merchandise. He then attempted to leave the store without paying for the property. He was uncooperative with Security when confronted and punched the Security Officer in the face to get away. He fled to the parking lot where he got into a vehicle driven by a female and left the area.

Hernandez had previously been trespassed from Walmart for theft. He was also found to have a felony warrant.

Hernandez was arrested for Robbery 2nd and the felony warrant.

The female driver of the vehicle, Nicole Hornbuckle, had 2 misdemeanor warrants and was also arrested.

Two Arrested for Assault D.V. and Drugs

Synopsis:
On 2-1-11 at about 12:21pm Richland Police Officers were dispatched to a residence in the 1600 block of Thayer for a Domestic Assault in progress possibly involving a knife. When Officers arrived at the house they observed Corinna Elliott and David Simpson, who live together at the residence, in the front yard fighting. Officers observed Elliott strike Simpson with a closed fist and Simpson respond by kicking Elliott.

The two were seperated and officers found that Elliott had a cut on her forearm consistant with a knife wound.

Apparently the argument started when Simpson did not respond to Elliott's request that he go and get her cigarettes from the store. She became angry at him and started hitting him in the face and body. At some point, Simpson fought back and pulled out a folding pocket knife and cut Elliott. Officer later found the suspected knife on Simpson's person.

Officers found heroin and drug paraphernalia on Simpson's person as well. A search warrant was obtained for the residence and officers found more drug paraphernalia, marijuana and possible heroin.

Man Assaulted with a Crow Bar

Synopsis: On 1-30-11 at about 2000hrs, Officers were dispatched to Kadlec for an assault victim who had just come into the hospital with a bleeding head wound.

Officers arrived and contacted the victim who stated that he was walking in the area of Goethals and Aaron when three males came up behind him. He turned just in time to see one of the males had a metal crowbar. The male hit him in the head with the crowbar. He was hit multiple times with the crowbar in his head and arm.

The victim felt as if he was blacking out but remembers being drug into a vehicle and then into a house. Once inside the house the three subjects continued to assault him. He was able to escape the house by jumping through the living room window. After jumping through the window he ran away from the house and was picked up by an uninvolved witness and driven to the hospital.

Officers were able to find a house in the 200 block of Adams that had a broken front window. It was later determined that the residence was where the victim had been taken. The listed suspect is the resident of the house. He was gone when officers got to the residence and they have been unable to find him for questioning.

The victim suffered multiple cuts and a broken arm. He was treated and released from the hospital.

Multiple Vehicles Vandalized in Richland

Synopsis: On 1-30-11 Richland Officers were dispatched to the 2100 block of Turner Street on a report of vehicles being spray painted. Officers located a total of 15 cars in the area that were vandalized with a florescent pink spray paint. Several signs, sidewalks and a fence were also painted in the area. The area was vandalized sometime after 0200 on 1-30-11.

Densows Pharmacy Burglary

Synopsis: On 1-27-11 at about 2:28am Richland Police responded to an alarm call at Densows Phaarmacy in the 1000 block of Wright Ave. When officers arrived they found that the front window had been broken out. A search of the business was conducted with the assistance of a KPD K-9. No one was found inside the business. The manager later reported that they were missing an undisclosed amount of Oxycotin.

Stabbing at Skate Park

Synopsis: At about 1815 hours, Richland Police responded to a reported assault with a knife that the Jeannette Taylor Skate Park at 1185 Carondelet Dr. It was learned that Matthew Richter had been in some kind of altercation with the victim male. Richter removed a pocket knife and stabbed the victim twice, once in the area of the stomach and once in the area of the torso/upper thigh. The victim ran away and was aided by another patron of the Skate Park who took him to Kadlec ER. Richter ran from the location but was contacted by police in a nearby parking lot and taken into custody. He was later booked into Benton County Jail on suspicion of assault 2nd degree.

The victim is in stable and satisfactory condition.

Subject arrested after trying to steal a police vehicle

Charges: Burglary 2nd, Attempted Auto Theft, Mal Mis 1st, Resisting Arrest, Vehicle Prowl (4 counts), Obstructing Law Enforcement

Synopsis: On 01/16/11, at about 0940 hours, a Richland police officer returned to the station from patrol and noticed one of the vehicles parked in the secured facility/parking lot had a door ajar. Upon further inspection, the officer discovered a male emerging from another police vehicle and was holding a police flashlight. The officer did not recognize the male and provided verbal commands which the male did not follow. The male agrued with the officer and attempted to hide amongst the other vehicles.

Moments later, several officers (responding from their office inside the facility)surrounded the male and attempted to arrest him. The male fought with officers and was subsequently subdued. The male was eventually treated at the hospital and booked into the Benton County Jail on numerous felony and misdemeanor charges.

During the investigation, the male told officers he planned to break into the facility in order to steal a police car. The male explained he was looking for a gun when the officer encountered him and would have used it if he had the chance. The male said he did this in order to bolster his reputation amongst gang members in Pasco.

Arrest made in Richland Pursuit

Synopsis:

On 01/13/11, at about 1145 hours, A Richland Police Officer attempted to stop a vehicle for investigation of DWLS while traveling WB on SR-240 just prior to the I-182 Interchange. The violator vehicle crossed several lanes of traffic and attempted to elude the officer by taking the WB I-182 off ramp. The violator vehicle fled west on I-182 and upon encountering traffic west of the Queensgate area, traveled on the shoulder at speeds near 100 mph.

Officers attempted to ID the driver of the fleeing vehicle and the driver swerved at an officer in an attempt to ram or run the officer off of the roadway.

At one point the pursuit was terminated by the officers.

An investigation led to the identification of the driver. The driver surrendered to RPD officers and was taken into custody without further incident.

Man Arrested After Running Woman Over

Upon arrival officers found the female victim lying in the roadway with an apparent head injury. She was later transported to Kadlec. Further investigation revealed the male driver, Brandon Sherman, was believed to be under the influence of marijuana. He was booked into the Benton County Jail for DUI.

Robbery in South Richland

Arrested: Archibald, Evan W. 18 yoa, Kennewick Resident

Charges: Robbery 2nd degree

Synopsis:

On 01/02/11, at about 1405 hours, RPD Units were dispatched to a robbery which occurred at 698 Gage, Starbucks Coffee, in Richland.

In their investigation, officers learned a male had stole the "tip jar" from the counter and attempted to flee. When confronted by store employees, the suspect assaulted the manager by punching him in the face. The store employees were able to obtain the suspect's description along with the vehicle description to include the license plate the suspect used to flee the scene in.

A few minutes later, RPD officers located the vehicle in Central Richland and detained the driver. Witnesses were driven to the stop location and confirmed the driver was "without a doubt" the person who stole the money and assaulted the manager.

The suspect, identified as Evan Archibald, later confessed to his role in the robbery. Archibald turned 18 less than one month ago.

Archibald was booked into the Benton County Jail.

Good Samaritan Interupts Sexual Assault

Synopsis:

While walking in the area of Claybell Park on 12-26-2010, a Richland resident heard the sound of a struggle and of a female screaming. The resident quickly called 911 and contacted neighbors, who also called 911. The resident returned to the location of the screams and located a nude female coming out of the heavy foliage near a creek. The resident took the victim to the neighbor’s house and awaited Police and Fire response.

Responding officers located an unoccupied vehicle, which had crashed into a construction area, and located suspect, Magana, lying on the ground nearby.

Officers arrested Magana and booked him for 1st Degree Rape, a Class A Felony.

The victim was treated at an area hospital for multiple injuries.

The investigation continues with multiple additional criminal charges pending review.

Coffee Bean Frustration

Charge: Disorderly Conduct

Synopsis:

On 12/24/10 officers were dispatched to the Sweet Bean coffee stand to the report of a man who was verbal with employees and customers, and banging on the windows. Responding officers found the suspect became very angry about the employees placing the customary chocolate covered coffee bean on the lid of the coffee cup. He became very agitated, at which point the employee offerred to make him another drink, but ended up giving the man his money back. The suspect left, but came back a few minutes later. He began yelling at the employees, banging on the windows of the coffee stand, blocking customers from driving their vehicles away and at one point, jumped on the rear bumper of a patron's vehicle. When the patron drove away, the suspect ran after his truck for a short distance. Officers were able to contact the man a few blocks away, and arrest him for disorderly conduct. The man was identified as Jayson Carmickle. Jayson was transported to the Benton County Jail where he was booked on the charge.

Man Arrested After Failing To Stop

Synopsis:

On 12/24/10, subsequent a vehicle registration check, a Richland Officer found that Mr. Slatten had outstanding warrants for his arrest. The officer attempted to stop Mr. Slatten on SR 240, but he continued without stopping, taking the exit to Columbia Park Trail. Mr. Slatten eventually stopped after continuing several blocks on Columbia Park Trail, apparently ignoring the officer's attempts to get him to pull the vehicle over. Mr. Slatten was taken into custody after other officers arrived to assist, and taken to the Benton County Jail where he was booked on the warrants.

Burglary Suspect Arrested After Wading Yakima River

Arrested: Torres, Jarrod J. 33 year of age male, Richland resident

The Richland Police Department has been investigating several burglaries for the past two weeks. Torres had been linked as a suspect and it was learned that he had warrants out for his arrest. In addition, a witness had seen Torres armed with a handgun within the past week.

On December 17, 2010 probable cause was developed to substantiate a search warrant at the apartment where Torres has been staying. Due to the presence of two young children in the residence and the fact that Torres had access to weapons and had been violent in the past, assistance was requested from members of the Tri-City Regional SWAT team.

RPD’s Proactive Anti-Crime (PAC) team was on scene providing surveillance and observed the suspect leave his apartment. As he was walking away from the complex the PAC team members identified themselves and ordered Torres to the ground. Instead of complying with their orders he ran on foot to Duportail St. He then ran towards a heavily wooded area near the Yakima River.

Additional police units were on the way to the area and arrived to assist in the search for Torres. He was hiding in the brush near the river. As officers approached, Torres jumped up and ran into the Yakima. Wading into the river until the water was waist deep, he finally decided that a return to the bank was a better choice. Torres was taken into custody without further incident. Due to his exposure to the cold water, his medical condition was checked by paramedics from the Richland Fire Department.

Torres was booked into the Benton County Jail on a felony Department of Corrections warrant and two misdemeanor warrants from Chelan County. Additional charges of Burglary, Felon in Possession of a Firearm, Felony Violation of a Restraining Order, and Resisting Arrest will be forwarded to the prosecutor’s office for review.

Stolen Credit Card Suspect Photos

The Richland Police Department is investigating a case involving the use of stolen credit cards at several retail stores in the area. The credit cards were stolen during a vehicle prowl.

Vehicle Prowlers Caught After Citizen Calls 911

Synopsis:
On 12-12-2010 at about 02:30 a.m., a security officer observed Jancar, Hadley, and the juvenile male prowling vehicles in the 200 block of Gage Blvd. The security officer called 911 and provided a description and direction of travel on the trio. Officers attempted to make contact and all three suspects fled on foot, which led to a brief foot pursuit where two of the three males were apprehended. The third male escaped. Officers recovered multiple stolen items.

Officers were able to ascertain the outstanding male’s identity and he was subsequently contacted and arrested while sleeping in a vehicle nearby. Officers executed a search warrant on the vehicle and located additional stolen property.
Subsequent investigation identified approximately fifteen vehicle prowl/theft victims and linked the trio to prior vehicle prowls/thefts in Richland, Kennewick, and Benton County.

Given the large number of victims and the ever-increasing monetary value of the stolen property, the Benton County Prosecutor Office will review the case for possible felony charges.

DUI the cause of a rollover crash

Charges: DUI

Synopsis:

Hoffer was traveling south on Goethals and rolled his vehicle into a yard near the intersection of Goethals and Davenport. Officers arrived and found Hoffer highly intoxicated.

The initial investigation led officers to believe Hoffer passed out at the wheel.

Hoffer's breath alcohol was in excess of a .17. Hoffer was the sole occupant.

Espresso Stand Burglaries

Suspect: White male, approx. 30 to 40 years of age, 6’0”, 170-200 lbs. wearing glasses.

Synopsis: On 11/25/10 Richland Police and Kennewick Police Departments are both investigating commercial burglaries at several espresso stands occurring in the A. M hours of Thanksgiving Day. An unknown male subject was observed on security video from one of the burglaries after forcing entry through a door into the espresso stands. Undisclosed amounts of cash were stolen from the locations.

Two burglaries have been reported to the Kennewick Police Department so far, one at the Amora Café at 2000 N. Columbia Center Blvd. The other was at The Big Bean Espresso at 4727 w. Clearwater. Two burglaries have also been reported in Richland at Java Jitters at 1406 Jadwin Ave. and the Coffee Bean at 840 Stevens Drive. Evidence has been recovered at the scene of each burglary.

Smell of marijuana leads to investigation

Suspect: Molina, Anthony P. 20 Richland Resident

Charges: possession of marijuana with the intent to distribute

Synopsis: On the late evening of 11/9/10, a Richland Officer was in the area of the Uptown Apartments at 300 Van Giesen and noticed a smell of burning marijuana. The officer followed the smell to one of the apartments and contacted the person living there, Molina, and 5 of his guests. A search of the apartment was conducted and well over 300 grams of marijuana was recovered as well as an extensive amount of drug paraphernalia, to include scales, water pipes, and packaging materials. Charges have been forwarded to the Prosecuting Attorney’s office on Molina for possession with intent to deliver marijuana.

Fire Results In Drug Manufacture Charge

Suspect: Blowers, Kyle, P. 28 years old, Richland

Charges: Recless Burning, Possession of Marijuana, Possession of Drug Paraphernalia, Manufacture of a Controlled Substance

Synopsis: On 11/09/10 at about 1852 hr, the Richland Fire Department responded to a residential fire in the 1000 block of Thayer. During the process of putting the fire out, firefighters saw numerous narcotics related items in the residence. One man, Kyle P. Blowers, was transported to Kadlec with serious burns to his arms and hands. Richland Police Department Officers were called to the residence and obtained a search warrant to search the residence for narcotics. The search yielded numerous items of evidence. Although the investigation is in the preliminary stages, it appears as though Blowers was attempting to manufacture hashish, which resulted in the fire being started. Blowers was transported to Harbor View due to the serious burns he recieved. Charges will be forwarded to the Benton County Prosecutor's Office.

Crime Resistant Community Living Training

The Kennewick and Richland Police Departments are teaming up again to offer a free educational seminar to managers and owners of residential rental properties. The one day class, held on October 19th, 2010, from 8 AM to 5 PM at the Richland Public Library, includes information on recognizing drug activity and gang activity, landlord tenant law, code enforcement and active property management. Attendees will learn how to work in partnership with law enforcement and reduce criminal activity on their properties.

The seminar is the first step of the Crime Resistant Community Living Program, which is a three step certification process, offered by both the Kennewick and Richland Police Departments.

The seminar is free, but attendees must register as seating is limited. Anyone interested in attending the seminar or anyone who has questions about the seminar can contact Officer Allan Knox, Kennewick Police Department, at 582-1352 or Officer Erica Tungesvik, Richland Police Department, at 942-7636.

Citizens' Academy

The Richland Police Department is accepting applications for the upcoming 2011 Citizens’ Academy. The Academy meets every Tuesday evening starting January 4th, 2011 and ends March 15th, 2011. There is one full day session on Saturday March 12, 2011.

Attendees will learn about the Richland Police Department’s operating philosophy, day to day operations and specialty programs. Citizens will also learn more about the criminal justice system as a whole and how the different agencies work together.

There is no cost to attend the Citizens’ Academy. Due to the sensitive nature of the information presented, attendees will have to successfully pass a limited background check. Space is limited and Richland residents will given priority to attend.

Student arrested at Richland High School with gun

Arrested: Juvenile Male, 14 years old, Richland resident

Charges: Possession of a Dangerous Weapon on a School Facility, Possession of Marijuana, Disrupting School Activities

On 09-14-10, at about 11:00 am, the Richland Police School Resource Officer at Richland High School learned from school administration that a male student had a gun in a classroom. An assistant principal received the report from two students who had seen the male student with the gun. The school was immediately placed in lock down and the School Resource Officer and school administrators went to the student’s classroom and detained him. A small caliber handgun was recovered in his backpack with no ammunition. Marijuana was also found in the students backpack. The 14 year old male student was arrested and booked in the Benton-Franklin Juvenile Justice Center on the above charges.

Stolen vehicle recovered, two arrested

Arrested: Hamblin, Matthew Joseph, 28 year old male, Transient

Charges: Residential Burglary, Vehicle Theft, Trafficking in Stolen Property

Arrested: Olson, Jessica Lynn, 19 year old female, West Richland resident

Charges: Residential Burglary, Possession of Stolen Property

On 09-02-10, Richland Police received a report of a residential burglary in the 4000 block of Keene Road and learned a Ford Ranger pickup and riding lawn mower had been stolen from the residence. During the investigation officers were able to identify a suspect, Matthew Hamblin, and located and arrested him on the above charges. The Ford Ranger pickup was also recovered. During the investigation, Officers learned of Olson’s involvement and she was arrested on the above charges. Both Hamblin and Olson were booked into the Benton County Jail.

Two men arrested for keying vehicles

Arrested: Vandergriff, Stephen Lewis, 40 year old male, Tennessee resident
Charges: Malicious Mischief 1st degree

Arrested: Drumwright, Kevin Owen, 30 year old male, Tennessee resident
Charges: Malicious Mischief 1st degree

On 09-01-10, at about 10:30pm, Richland Police Officers were dispatched to a report of two males damaging a vehicle by keying it, at an apartment complex in the 2400 block of George Washington Way. A witness saw the two males near the vehicle and saw one of the males key the vehicle and then both males ran off. The vehicle had extensive scratches on the hood and sides. The witness was able to direct officers to the apartment that the males ran into. Officers contacted the two males, Stephen Vandergriff and Kevin Drumwright, and confirmed with the witness that Vandergriff was the same person who damaged the vehicle. Vandergriff was arrested and booked into the Benton County Jail on the above charges.

On 09-02-10, Officers took a report of another vehicle being keyed in the same parking lot around the same time as the first vehicle. Through their investigation the officers learned that the other male who had been with Vandergriff the night before, Kevin Drumwright, was responsible for damaging this vehicle. Drumwright was arrested and booked in the Benton County Jail on the above charges. Both Drumwright and Vandergriff are from Tennessee. Drumwright had been temporarily staying in Richland and Vandergriff was visiting. The victims were known the suspects. The damage to the first vehicle is estimated at $4000.00 and the damage to the second vehicle is estimated at $5000.00.

Police warn of ongoing check scam

The Richland Police Department has received reports over the last couple of weeks of a common check fraud scam. The most recent reports involve victims being contacted via email for a secret shopper customer service review job. Once the victim agrees to the job, they are sent a check and told to deposit the check and keep a certain amount as their paycheck, then wire the remainder back via Western Union. They are told that they are to use Western Union so they can review their customer service as well. These checks are fraudulent.

Citizens are reminded that anytime you have to deposit a check, take part of the deposit and send some money back, it is a scam. Not only are you out the entire amount of the check that you deposited, your bank account information has also likely been comprised when the check was routed back to the criminal. You should not have to pay money to earn money or win money. This could also be considered a form of money laundering, which could result in criminal charges against the person depositing the check.

Man Arrested After Driving Car Into Irrigation Canal

Arrested: Mayfield, Niles E., 54 year old male, Pasco Resident

Charges: Failure to Stop and ID at an Accident, DUI

Synopsis: On 8-18-10 at about 0142hrs Richland Police Officers were dispatched to the area of Steptoe and Tapteal for a report of a vehicle partially submerged in a irrigation canal. Officers arrived on scene and found a Volkswagon Jetta submerged in the canal near that intersection. They could find no one around and were concerned that the driver and/or occupants could be still in the canal. Columbia Basin Dive Rescue was called out and arrived on scene. Officers also asked Pasco PD to go to the registered owners residence to attempt to find out who was in the vehicle. While at the residence, Mayfield showed up at the house, wet and muddy.

It was later learned that Mayfield was the lone occupant of the car and that after the accident he had walked home.

Mayfield was booked into the Benton County Jail on the above charges. He appeared to be uninjured.

National Night Out

National Night Out is Tuesday August 3rd. This event helps promote police and community partnerships to reduce crime, increase safety and strengthen neighborhoods. Officers from the Richland Police Department will be attending two neighborhood block parties to share crime prevention information. S.O.S. signal flashlight found in Columbia River

On 07/27/10 , at approximately 2140 hrs., Richland Police responded to a report of a flashing S.O.S. signal in approximately 20-25 feet of water near the boat dock at the east end of Lee Blvd. The flashing signal was consistent with a scuba diver being in distress and needing help. Columbia Basin Dive Rescue responded and located a flashlight that was in emergency mode and flashing an S.O.S signal. No one was found attached to or around the flashing light. It’s believed the flashlight fell out of a boat or dropped in the water by someone.

Man assaults and threatens officers

Arrested: Solorio-Bejar, Jose Elpidio, 23 year old male, Eltopia resident

Charges: Assault 3rd degree (2 counts), Resisting arrest, Felony Harassment – Threats to Kill Police Officers

Synopsis: On 07-23-10, shortly after midnight, Richland Police Officers were at 624 Wellsian Way, Jokers Casino. Officers were investigating a report from security staff of a male trying to use identification that was not his to enter the building. Officers began talking to the male whose identification was being used by the other male and were going to detain him. This male, identified as Jose Solorio-Bejar, took a combative stance towards the officers and clenched his fists. The officers attempted to gain control of Solorio-Bejar and he punched one of the officers in the head. They continued to fight with the male and try to get him into custody and he continued to kick and punch them. Officers deployed the Taser and had to use the Taser three times as Solorio-Bejar continued to fight. Officers were able to get Solorio-Bejar into custody and he continued to resist and made numerous threats to kill the officers.

Solorio-Bejar was booked into the Benton County Jail on the above charges. One officer received bruises and abrasions to his arm and the other officer received a bruise and abrasion to his head.

Kennewick Man Arrested for Burglary while riding a Stolen Bicycle

Arrested: Millan, Jason Calvin, 30 year old male, Kennewick resident

Charges: Residential Burglary (2 counts)

Synopsis: On 07-21-2010, at about 8:30pm, Richland Police responded to a theft report in the 1700 block of Jadwin Ave. Officers learned that the suspect had been in the home of the victim, a 56 year old female, refused to leave and then stole some prescription medications.

Officers located the suspect in the area, identified as Jason Millan, and detained him. During the investigation, Officers found a stolen camera in Millan’s possession and learned it was stolen in a separate burglary in the 1600 block of George Washington Way. Millan was also riding a bicycle that had been previously reported stolen.

Millan was arrested and booked in the Benton County Jail on the above charges.

Four arrested in stolen firearm case

McNeely, Ryan Eugene, 24 year old male, Kennewick resident
Charges: Theft of a Firearm

On 07-11-10, the Richland Police Department received a report from Ace Hardware, 103 Keene Road, in Richland that some firearms were stolen from the business. Officers and Detectives reviewed surveillance video and were able to identify one of the males involved in the theft, Alfred Turcotte and a female involved in the theft, Candice Turcotte. Officers located Alfred Turcotte near his residence in the 500 block of Irving St, in Kennewick. Officer’s also located the second male involved, identified as Ryan McNeely, and Candice Turcotte, Alfred’s wife.

During the investigation, Officer’s also learned that Louis Kanyid was involved and he was located and arrested. All four were booked into the Benton County Jail on the above charges.

The investigation is continuing and the firearms have not yet been recovered.

Warrant Arrest

ARRESTED: Franklin, Kevin, L., 47 years old, Pasco

CHARGES: Misdemeanor warrant arrest

SYNOPSIS: RPD officers responded to 1421 Haupt Avenue in response to a domestic disturbance. The reporting party left prior to the arrival of the officers, but the suspect, Kevin L. Franklin, remained at the location where he locked the home owner out of her residence. Responding officers discovered that Kevin had a misdemeanor warrant for his arrest in addition to a violent criminal history. Officers surrounded the location and successfully called Kevin out of the residence, where he was arrested and booked into the Franklin County Jail. Officers confirmed no crime of domestic violence occurred at the residence.
