Metal Theft Suspect Arrested in Richland

Arrested:  Irwin, Patrick L; 60 year of age male, Richland address
Charges:  Trespass 2nd Degree, Theft, Destruction of Private Property

Arrested:  Halka, James B.; 47 year of age male, Richland address
Charge:  Misdemeanor warrant for Theft 3rd Degree

Synopsis:
On 1-27-14, at about 11:10 AM RPD officers were dispatched to a call of a suspicious person in the area of Leslie Road and Columbia Park Trail.  A male subject was seen walking in the area carrying a large power saw.  The area is owned by the Columbia Irrigation District (CID) and much of the land is posted with No Trespassing signs.

Officers stopped a truck leaving the area that was driven by Irwin.  The truck had a number of pieces of metal including some grating made out of rebar that appeared to have been freshly cut.  Irwin claimed to have been given permission to remove metal from the area by the irrigation district.  When contacted, CID staff informed investigators that no permission was given for anyone to be in the area.  It appeared that Irwin had used the gas powered metal saw to cut grates from the canals owned by CID.
Officers saw a large amount of metal in the bed of the truck Irwin was driving.  He claimed that he had scavenged the metal from construction sites around the Tri-Cities and most recently from two near the Convention Center.  Employees from both construction sites said that they had given Irwin permission to remove specific items from the sites while under their supervision but that he was not to trespass on their property without their presence.  From receipts found in the truck it appears as if Irwin is a frequent customer at Pacific Recycling and brought 152,362 pounds of material to them in 2013.  The brown Ford truck driven by Irwin should not be on unattended construction sites.
Irwin was arrested on the above charges.  Hulka, a passenger in the truck, had a warrant for his arrest.  Both males were booked into the Benton County Jail.

TC Herald Delivery Person Aids in Burglary Arrest

Arrested:  Gaines, Michael A.; 29 year of age male, Pasco resident
Arrested:  Renero-Rodriquez, Graciano; 26 year of age male, Pasco resident
Charge:  Residential Burglary
Synopsis:
On January 20, 2014 at about 4:15 AM a Tri City Herald newspaper carrier was in the area of the 700 block of Strange Drive and observed a Dodge Caravan parked with the lights on and doors open.  The van was parked in front of a house the carrier knew was vacant but she observed lights going on and off.  The news carrier watched two males exit the address on Strange, enter the van and leave the area.  She called 911 and followed the van at a safe distance.
The news carrier followed the van until Richland Police could make contact near the area of Steptoe and Columbia Park Trail.  A stop was made on SR-240 and the two male occupants were taken into custody.

A number of objects were in plain view in the van that appear to have been taken from a house under construction.  Included was a wooden door, a BBQ grill, hand tools and cordless drill.  The van was impounded so that a search warrant could be applied for at a later time.  Both subjects denied being involved in the construction trades and had no explanation for items found inside the van.
Officers returned to the house on Strange and found evidence of a burglary there and in the 200 block of Tiger Lane where it appeared some of the items were stolen from.

The Benton County Prosecutor was contacted and authorized a 72 hour hold on both suspects.  They were booked into the Benton County jail.
A search warrant will be served on the suspect vehicle.

Standoff in Richland Neighborhood Ends Peacefully

Arrested:  Foreman, Derek D.; 35 year of age male, Richland resident
Charge:  Department of Corrections Felony Hold

Synopsis:
On January 17, 2014 at approximately 11:00 PM Richland officers responded to the 700 block of Wright St. on a call of a disturbance involving a firearm.  The reporting party stated that a male, identified as Foreman, had arrived at the residence with a firearm and was threatening to shoot a female who was hiding inside the duplex.

Foreman, a convicted felon, is prohibited from possessing firearms. In addition, there was a felony hold on him issued by the Department of Corrections.  Three adults and two children (ages 3 and 5) were in the residence when officers arrived.  There were multiple attempts to contact the people inside but there was no response to repeated hails.
After about an hour, a 39 year old female ran from the front door.  She had been the one Foreman was threatening to kill.  The female advised that she had not seen Foreman holding a gun but had been told by the other residents inside that he had one.  She said that he had released her feeling that the police would then leave. The female told the officers present that the other subjects inside the home were being held against their will.

Members of the Tri-City Regional SWAT Team arrived to assist.  After continuing negotiations the people inside the residence began to exit.  All of the people inside were able to leave safely. The children, whose father is a tenant in the home, were returned to the custody of their mother.  The streets in the neighborhood were returned to normal operating status at about 3:30 AM.
Foreman was arrested on the DOC hold and taken to the Benton County jail.  Additional charges are being reviewed by the Benton County Prosecutor’s Office.  The investigation is continuing.
